Greetings
I have been elected as The 12th President of Japanese Society for Animal Experimentation (JSAAE) at the 23rd annual meeting for two years from 1st January 2011. Although my capacity may not be more than the Immediate Past President Dr. Ohno, I will try to act as The President elect.
The JSAAE was founded in 1982 by Dr. Sugawara pasted away last year and other senior colleagues as a community of scientists for alternatives to animal experimentation. The JSAAE is the first academic society in the world for alternatives to animal experimentation. While the names of the society have been changed, we are leading academic activities in alternatives to animal experimentation internationally. One of the epochs of our activities was the 7th amendment of EU cosmetics Directives in 2003. This directive ordered the total abundance of animal experimentation for cosmetic development and trade. The order included to ban all of animal experimentation for cosmetic production without any exceptions until 2013. This stimulated the activities to develop alternative methods by cosmetic industry and other parties, and the development of Replacement methods became a main stream of the JSAAE.
Further decision was made in Europe as the REACH in 2007. The REACH required the registration of chemicals used within Europe with the safety evaluations. The REACH asked us that we conducted not only animal testing but also alternative methods for chemical safety evaluation and the efficient safety evaluation should be enabled. Similar policy was made in USA too. Because the development of alternative method was thought to be the most urgent issue, ECVAM was founded to accelerate to develop alternative methods in Europe and ICCVAM was established to use, generate, or disseminate toxicological information used to determine the safety or potential adverse health effects of chemicals and products in USA. The JaCVAM was also established in Japan and the international cooperation was activated. The JSAAE is cooperating with these bodies to extend our academic research in this field.
In Japan, the 3Rs that are fundamentals of alternative research are legally recognized and the wording of 3Rs are included in Animal Care and Management Law. The JSAAE responded to these trends and the 6th World Congress of Alternatives was invited to Tokyo. The success of WC6 could internationally propagate our activities and our international leadership was recognized in this field.
However there were new movements recognized. The EU Cosmetics Directives which is one of main driving forces of our activity and requires the total ban of animal experimentation for cosmetic production may lose its reality due to the lack of proposal of any practical alternative methods to all of animal experimentations for cosmetic safety evaluation though we have made much effort to develop suitable alternative methods. Furthermore, there were more stringent rules for the scientific usage of animals including OIE (World Animal Health Organization) Laboratory Animal Welfare Code, EU directives in protection of laboratory animals and the revision of ILAR Guide in USA. These, all indicated the continuation of animal experimentations with the emphasis of 3Rs as an international standard, laws and guidelines which require more effective measures of 3Rs. As the necessity of animal experimentation was recognized, Reduction should be more important and Refinement must be reconsidered. The JSAAE needs to keep the effort for further development of Replacement methods. The research activities and propagation and education, however, in Reduction and Refinement which may not have been emphasized could be the target of the JSAAE activities.
I, as The President of JSAAE, will ask your sincere cooperation with our society for further development of 3Rs in animal experimentation.
